DAY 9 of the #HARP-Fconsultations: Closing webinar on 'Localisation of aid in Myanmar: Who will take the risk?'

This webinar shared the key recommendations from HARP-F local, national and international partners in Myanmar on the structures they require and what type of support is effective to sustain a locally-led humanitarian response in Myanmar, once HARP-F's mandate comes to an end.

DAY 8 of #HARP-Fconsultations: Humanitarian WaSH programming. HARP-F partners discussed the impact of multi-year funding on their WaSH programming vs short-term funding and whether/how it impacted their ability to respond to acute spikes in humanitarian need.

DAY 7 of #HARP-Fconsultations representation and leadership with large CSO and INGO partners:  we must advocate to reform how local  and national organisations are represented in working-level coordination structures/platforms in the humanitarian response sector in Myanmar. This requires a system-wide approach, not just the backing of a few donors. 

DAY 6 of #HARP-Fconsultations: Representation and Leadership: complying with the donor's due diligence is one process for which our small CSO partners are requesting continued support.  They also ask to keep participating in thematic clusters and that more local organisation be brought to the table. 

DAY 5 of #HARP-Fconsultations: Training, hand-on support and mentoring: this is the organisation strengthening support our small CSO partners consider the most useful. But if larger organisations are serious about expanding their capacity to lead the response, they should provide also support for hiring and retaining skilled staff, writing funding proposals and use  the Myanmar language rather than English for reporting.

DAY 4 of #HARP-Fconsultations: With the current banking crisis in Myanmar, our partners running cash and voucher assistance (CVA) programmes are discussing the need for more flexibility from the donors on grants management, what it would take to deliver cash directly to affected populations, and how to minimize staff risks. They are also looking at how CSO and other community structures successfully implement CVA.

DAY 3 of #HARP-Fconsultations: MEAL is not just a reporting requirement: it is a strategic asset. How can we support our smaller CSO partners in using the data they collect to showcase their lessons and inform their programme? We heard honest feedback from our partners on the challenges of data collection, analysis and use. From reporting template, to coaching to communication - they tell us what is useful, what is missing, and what is still needed to make MEAL a strategic function of their work.

DAY 2 of #HARP-Fconsultations: Our partners discuss the HARP-F grants management system, how it is intended to move away from traditional grants management focusing on compliance & donor requirement. How did we do? Our partners review HARP-F efforts to add value for CSOs, address barriers at inception, delivery and close out of grants; what worked & did not. And how how do we ensure CSO partners have what they need at each phase of grant lifecycle to successfully deliver aid?

DAY 1 of the #HARP-Fconsultations: It is not all about the money, our small CSO partners tell us, as they discuss the support they received from HARP-F on grant management and MEAL. One-on-one support and sector-specific training related to emergency relief are also key to support them in leading the humanitarian response locally.

Over the month of October, we are holding a series of consultations with our local, national and international partners in Myanmar to agree how the humanitarian community in Myanmar can continue to support locally-led crisis activities in the coming years. 

As donors consider their ongoing strategies for Myanmar, we want to work with our partners to ensure that people in the greatest need in Myanmar continue to be served and that humanitarian needs across the country are met. 

Based on our partners' experience we will articulate and disseminate the priorities for continued high quality, locally-led humanitarian action in Myanmar, and explore how these could be provided after HARP-F.  We will then share our partners' recommendations, requests and experience with other humanitarian organisations, donors, philanthropies, think tanks and advocates to inform future humanitarian programming in Myanmar.
